Job Description:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/12/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes performing the following duties: conducting studies to identify and evaluate emergency management programs or potential occupational health hazards to develop or improve specific guidelines, regulations or methods and recommend control measures to ensure the medical center can continue essential functions during emergency conditions. Examples of specialized experience would typically include, but are not limited to: Directly and solely responsible for leading and executing the VA Medical Center emergency management program to include managing and coordinating with other entities both in Federal, State, Tribal and local governments as well as coordinate and manage the prevention, preparedness, protection, response, recovery or mitigation of intentional and unintentional crisis, disasters, other humanitarian emergencies, or of all-hazards, natural and manmade or technological (chemical, biological, radiological, nuclear, high explosives) events impacting VA Medical Center; Develop and implement the emergency management standards, regulations, practices, training, and procedures to identify, minimize or eliminate hazards and threats as well as prepares emergency management policies and plans, procedures, and risk assessments; Provide or coordinate emergency response and preparedness training, exercises, and assistance in addition to managing components of emergency management program(s) and activities during a response, including Emergency Operations Center activation, operations and demobilization. OR, Education (TRANSCRIPTS REQUIRED) : Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have received a Ph.D. or equivalent doctoral degree OR three full academic years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR, Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience as described in A but less than one year, and I have more than two years, but less than three years of graduate education as described in B. I have computed the percentage of these requirements that I meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). You will be rated on the following Competencies for this position:
CommunicationsComplianceForward ThinkingPlanning and EvaluatingProblem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires the employee to carry significant amounts of emergency equipment and involves walking, standing, bending, climbing and crawling during emergencies and emergency exercises. This includes climbing ladders and access attic and rooftop spaces. Also requires connecting trailers to vehicles, unloading and loading of emergency trailers, setting up and taking down Military tents, setting up and taking down Military grade HVAC systems and generators. Setting up and taking down all-inclusive shower/toilet trailers. Employee would be needing to lift to 100 pounds for setting up/taking down emergency medical tents, moving supplies, distributing and moving Meals Ready to Eat, Emergency Water and other emergency related items.
