**Job Summary:**
Seeking experienced professional to lead Community Development Department, overseeing planning, zoning, and building codes, with a focus on community engagement and strategic planning.


OVERVIEW

The Community Development Department is responsible for planning, zoning, and building codes in Kitsap County. The successful candidate will lead the department, overseeing staff and ensuring effective implementation of policies and procedures.

**Qualifications:**

* Bachelor's degree in public administration, planning, or closely related field
* Ten years of professional experience in public planning, or executive management position performing strategic planning and organizational development
* Three years of supervisory and managerial responsibilities
* Any equivalent combination of experience and education providing desired skills, knowledge, and ability

**Preferred Qualifications:**

* AICP (American Institute of Certified Planners)
* Master's degree in public administration, political science, community planning, or environmental planning
* Certification as a building official, planner, or professional engineer
* ICC (International Code Council) certification
* Experience working with the WA State Growth Management Act

**Driving Requirements:**

* Must meet driving requirements of the position
* Must submit a copy of current driving record/abstract
* Must obtain a valid Washington State Driver's License prior to hire
* Must maintain a satisfactory driving record

**Criminal Conviction Standards:**

* Must undergo an extensive criminal background check
* Must review list of disqualifying crimes and negative actions

**Physical Requirements and Working Environment:**

* Duties performed in an office setting
* May be required to lift at least 20 pounds

* Management: Plans, organizes, controls, integrates, and evaluates the work of the department
* Direction: Establishes direction, goals, objectives, and priorities for the department
* Leadership: Provides leadership to develop and retain highly competent staff
* Community Role: Represents the County and department in the community
* Broader Context: Monitors national and state-wide developments in building, planning, and economic development matters
* Customer Service: Responds to and serves the public promptly and respectfully
* Code Interpretation: Offers guidance to County staff members on building and land use codes
* Budget: Manages the presentation of the department's budget and workplan
* Communication: Collaborates with key stakeholders and communicates with customers on project status
* Innovation: Identifies customers and fosters a culture of innovation
* Technology: Utilizes internal and external resources, technology, and continuous improvement techniques
* Process Improvement: Develops and monitors processes and procedures controlling permit applications, plan review, and code enforcement
* Legislative Review: Reviews and monitors proposed changes to federal, state, and local laws
* Project Management: Plans and directs current and long-range projects related to comprehensive and current planning, zoning, subdivision activities, environmental analysis, building, and code enforcement
* Comprehensive Plan and Zoning: Oversees the Comprehensive Plan and zoning code revisions process
