JOB SUMMARY: The Human Resources Business Partner serves as a trusted advisor to leaders and employees providing guidance and solutions to employment and business needs. This position works under the direction of the Senior HR Business Partner to build strong relationships throughout their area of responsibility and is tasked with identifying needs and providing suggestions to build a strong culture and employee experience. The HR Business Partner possess a wide range of knowledge spanning benefits, policies, 401k plans, compensation and more. This role also has responsibility for actively and positively promoting safety throughout Western States.



Actively cares, promotes, manages, and advocates safety at Western States. As a team member in the organization, it is critical to ensure all employees, vendors, and clients have a safe work environment while adhering to all applicable safety policies, procedures, and standards.

Maintains clean/clutter free personal work areas to ensure safe environment for all WSECO employees.

Adhering to required personal protective equipment (PPE) as identified in safety policy.

Provides coaching to employees on how to complete work safely is also responsible for the safety of assigned team.

Human Resources Compliance and Employee Benefits Administration

Utilizes knowledge of region, state, and federal employments laws, shares updates and changes with team to ensure updates are implemented and communicated, as appropriate.

Creates and conducts leader and employment related employee training across the territory. Conducts training for the Management Essentials course and participates in New Employee Orientation as needed.

Assists employees with benefits enrollment and general benefits questions to include health insurance, 401k, EAP, and more. Acts as a back-up for Retiree benefit offerings.

Assists with employee pre-employment and random drug screening processes as needed.

Assists with the annual open enrollment process. Conducts open enrollment meetings across territory.

Administers leave of absences for assigned territory ensuring employees are educated on Western States leave policies and assists employees throughout the leave process.

Employee Relations

Provides counsel and guidance to managers on performance management, conflict resolution, disciplinary action, and other HR-related issues.

Provides guidance on employee relations concerns serving as a coach and partner to assist leaders as well employees as a confidential resource to support employee questions, concerns, and needs.

Conducts investigations of employee relations issues, consults with supervisor, and recommends appropriate action.

Other duties as assigned.


Strong knowledge of employment and labor law including Washington and Oregon labor laws.

Ability to develop and maintain effective working relationships with others.

Working knowledge of computers including the Microsoft suite of products.

Strong verbal communication skills.

Strong detail orientation and multitasking skills.

Ability to travel within and outside of the territory.

Working within and promoting Western States' purpose, vision and values.


Bachelor's Degree in Human Resources or comparable discipline required

PHR/SPHR or SHRM-CP/SCP certification preferred.

Minimum three years of comparable Human Resource and Benefits experience required.

Valid driver's license and acceptable driving record required.

Must be able to communicate (speak, read, comprehend, write in English).


Ability to sit for long periods of time along with walking, sitting, repetitive climbing stairs, reaching (including but not limited to above-shoulder reaching), repetitive bending, stooping, pushing, pulling, leaning and twisting.

Ability to lift up to 15 lbs. in accordance with Western States' Lifting Policy to include amount and approach.

Must be able to meet all safety requirements for applicable safety policies.
