Upcoming Public Safety tests in the Spokane/Coeur d'Alene area are scheduled for: - Saturday, June 1, 2019 All applicants must first apply through the Public Safety Testing (PST) website, http://www.publicsafetytesting.com/event/events. Select the test date to come in to take the written exam. During the registration process, you will be prompted to take the typing test. The passing grade on the typing test for the Spokane County Sheriff's Office is 45 WPM. You must have a passing typing test before you attend your test date. NOTE: There is a fee to take the test with Public Safety Testing. The fee must be paid prior to the scheduled test date to confirm your seat at the test. It may be a good idea to make sure you are able to pass the typing test before paying the fee. Public Safety Testing is facilitating the initial part of this test for Spokane County. Please contact them directly with any questions specific to this part of the testing process. You can either call 1-866-447-3911 or email contact@publicsafetytesting.com with questions. Once Civil Service receives your scores from Public Safety Testing, you will be sent an email with instructions to submit your application with Spokane County directly. Do not submit a Spokane County application without taking the Public Safety Test first. Your application will not be accepted. NOTE: You will also need to complete the Public Safety Testing Personal History Statement. ************************************************************************************************ July 1, 2019, is the proposed date for the Spokane Regional Emergency Communications System (SREC) to take over emergency communications for Spokane County. When this occurs, employees will be employees of SREC rather than Spokane County or Spokane County Sheriff's Office. The current Civil Service eligibility list for this position will terminate when the transition becomes final. However, applicants on the current eligibility list at the time of transition can request to have their information forwarded to SREC to be considered for hire. The entry-level position for SREC will be as a 911 Call Receiver. Promotions will be to either Fire or Law Enforcement Dispatcher. Receive requests from units and provide follow-up service to units requesting additional information, services, or personnel and maintain awareness of the availability, location, and status of patrol units. Analyze situations quickly and accurately and take effective action to help assure officer and public safety. Inquire, interpret, verify, receive, and disseminate information from law enforcement computer networks relating to wanted persons, domestic violence orders of protection, restraining orders, various other civil orders, stolen property, vehicle registrations, etc. Answer incoming hotline calls from 9-1-1; dispatch patrol cars as necessary; transfer or refer calls to appropriate agency. Maintain awareness of field personnel status and location. Prioritize pending calls-for-service. Operate various methods of communications and equipment including, but not limited to: Computer-Aided Dispatch (CAD), two-way radio, Teletype, TTY, Emergency Alert System (EAS), Amber Alert, Emergency Notification System (ENS), Washington State Crime Information Center (WACIC), National Crime Information Center (NCIC), National Warning System (NAWAS), and other systems as required for the effective operation of the Communications Center. Maintain various logs of communication, records, files, and reports as necessary. Testify in court. Respond to the Department of Emergency Management situations such as severe weather, hazardous chemical spills, and major disasters or emergencies, as necessary. May provide dispatcher training either in classroom or dispatch center environments. Perform variety of clerical duties that require accuracy including typing, database entry, and related duties as required. Clean and dust equipment as needed. Performs other related duties as required. Minimum Requirements Must be a citizen of the United States of America or a lawful permanent resident who can read and write the English language; high school graduate or GED; no felony convictions. Vision correctable to 20/20 in the good eye and 20/30 in the lesser eye. Normal color vision. No uncorrected hearing loss, in either ear, can be greater than: 500 Hz 1000 Hz 2000 Hz 3000 Hz Better Ear 35 dB 30 dB 30 dB 40 dB Worst Ear 35 dB 50 dB 50 dB 60 eB Keyboarding ability of 45 WPM. Valid drivers license at hire and during employment. LATERAL ENTRY: In addition to the above, lateral applicants must have a minimum of two years of non-military, continuous communications experience with a single law enforcement agency, with no break in service of more than 180 days, and be currently employed as a Communications Officer in a position equivalent to Spokane County Communications Officer, with proper certification; prefer applicants with experience with a like-size agency with a large call volume. Must have at least one year experience utilizing a computer aided dispatch system. Windows-based computer operating system along with the use of computer for technical and communication applications ? word processing and/or data entry skills ? communication/interpersonal skills with co-workers, supervisors, and the public sufficient to exchange or convey information and to receive work direction Ability to: ? get along with others, work as part of a team and accept constructive criticism ? learn standard radio broadcasting and dispatch procedures and rules ? learn, interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions and FCC regulations regarding transmission and reception of public safety radio traffic. ? learn the geography of Spokane County including primary and secondary highways, streets, roads, lanes, public buildings, landmarks, businesses, medical facilities, etc. ? learn to quickly obtain critical information and prioritize calls. ? work well under pressure, exercise good judgment and make sound decisions in emergency situations ? effectively receive, prioritize, and document input received concurrently from multiple sources under high stress situations and manage priorities ? maintain self-awareness to stressors and find appropriate stress relief ? quickly adjust stress levels and performance levels on a continuous basis ? effectively communicate with and elicit information from upset and irate citizens ? communicate clearly and concisely, both orally and in writing ? think clearly and act quickly and calmly in emergency situations ? make decisions quickly and transmit these to patrol units in the field in a clear manner in emergency situations ? perform work requiring good hearing, good diction and a clear voice ? understand and follow complex oral and written communications ? follow directions, directives, and orders without complete explanation or complete knowledge of the situation ? establish and maintain effective working relationship with subordinates, other personnel, agencies and the public ? maintain confidentiality of sensitive information Physical Requirements: ? normal dexterity ? ability to physically and mentally multi-task simultaneously ? vision must be correctable to 20/20 ? hearing, color vision and spatial perception must be within normal limits ? environmental factors may include enclosed space restriction (physically connected into console), noise, working within close quarters of others, may have limitations on breaks due to situations ? shift work with rotating days off (shifts bid by seniority) may be required to work mandatory overtime and holidays ? may be required to ride with patrol officers to become familiar with patrol procedures and layout of district. SPOKANE COUNTY Employee Benefits Summary The following is a brief list of benefits available to Spokane County regular employees. Complete information is available from Human Resources Department. This information is subject to change. PAID TIME OFF Spokane County Observed Holidays Up to 10 (ten) paid holidays are observed by Spokane County. PTO Non-represented and a select group of represented employees receive a bank of hours that combine both vacation and sick leave into a paid time off bank. There is no waiting period to use this time and it starts out at almost 2 days per month accrual. Vacation For employees with less than five (5) years of continuous service, the accrual rate is 1 day of vacation each month for a total of 12 days per year. After six (6) months, employees are eligible to take accumulated vacation time. (Please note the vacation time accumulation may vary depending on contract language). Sick Leave Sick leave is earned at 1 day per month and can be taken as the days are accumulated. Other Leaves Spokane County provides several other paid leaves such as: bereavement leave, jury duty and military duty leave. INSURANCE BENEFITS Medical Insurance Two plans are currently available: Premera Blue Cross (PPO) and Kaiser Permanente (HMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. Premiums are deducted each pay period (pay periods: 15th and last day of the month). 2019 Rates: Premera Employee Only: $17.18 per pay period Employee & Spouse: $67.55 per pay period Employee & Family: $94.70 per pay period Employee & Child(ren): $61.52 per pay period Kaiser: Employee: $16.23 per pay period Employee & Spouse: $63.50 per pay period Employee & Family: $88.58 per pay period Employee & Child(ren): $58.09 per pay period Dental Insurance Two plans are currently available: Delta Dental of Washington (PPO) and Willamette Dental (DMO). Spokane County pays 95% of the premium for full-time employees and 90% of the premiums for spouses and dependents. 2019 Rates: Delta Dental Willamette Dental Employee: $2.71 per pay Employee: $2.99 per pay Family: $5.42 per pay Family: $5.98 per pay Group Life Insurance The County provides a $25,000 group life insurance policy to employees that are non-represented, elected officials, 1553, 1553S, 280, 1135, 17, PWG, SPA, 492J, 492N, DSA, Road Supervisor Guild, RIC and OLC. The County provides a $10,000 benefit for those represented by 492, 690 and 1553PA. This benefit is paid in full by Spokane County. Long Term Disability Coverage Provides an income protection benefit in the event of a long-term illness or injury at rate of 60% of income up to a maximum of $5,000 per month. Spokane County pays the full premium for this plan. RETIREMENT Retirement Plan (401a) Spokane County employees are automatically included in the Washington State Retirement System. Both the employer and the employee contribute to the plan. This retirement plan provides a guaranteed lifetime monthly benefit once vested and eligible for retirement. Additional Retirement Plan Option (457b) Employees may supplement their retirement income and save money on taxes by participating in this optional County program. Roth (after-tax) option is also available through this retirement plan. VOLUNTARY BENEFITS AFLAC Supplemental insurance is optional and is provided by AFLAC to help pay for benefits not covered by major medical insurance. The employee pays 100% of the premium. Travel Assistance Provides additional travel protections anytime you travel more than 100 miles from home. Includes pre-trip information, emergency ticket replacement, and emergency evacuation coverage. This benefit is paid in full by Spokane County. Flexible Spending Plan (FSA) Spokane County sponsors a Section 125 Flexible Spending Account to allow out-of-pocket Medical & Daycare Expenses to be paid with Tax Free Dollars. Premiums are automatically set up pre-tax under the FSA. Voluntary Term Life Insurance Voluntary Term Life Insurance is additional optional life insurance provided through The Standard Insurance. New employees are guaranteed up to $50,000 for self and $20,000 for a spouse with no medical underwriting needed. WORK/LIFE PROGRAMS Employee Assistance Program Employees and their family members are eligible to receive free counseling. There are also benefits relating to financial and legal concerns. Reduced Cost Bus Pass Program Spokane County participates in a program with STA which discounts bus passes to $5 a month. Wellness Programs There are opportunities for nearby exercise programs at reduced cost and education programs around wellness themes including financial well-being, nutrition and stress reduction.
